To expand the scope of housing support and improve the living conditions of families facing housing difficulties, the Qingdao Municipal Housing and Urban-Rural Development Bureau, along with other departments, has jointly issued the "Implementation Opinions on Advancing Rental Subsidy Work for Urban Housing Support Families". The notice clarified that urban families with low and lower-middle incomes facing housing difficulties, newly employed workers without homes, and stable migrant workers will be included in the scope of housing rental subsidy support. The policy will be implemented based on the principles of tiered support, steady progress, and dynamic adjustment. In principle, the proportion of housing rental subsidies to the average market rent should be consistent with the preferential rent rates for public rental housing. A dynamic adjustment mechanism will be established, so that the housing rental subsidy standard changes in line with the average market rent. Adjustments will be made every three years in principle.
